Seawater desalination proposals were floated, and Poseidon Resources discussed economic and political issues with HB officials. The usual consultants and advisors were hired. The CEQA and EIR processes were completed. Their first attempt to obtain needed HB permits were largely rejected, then revised to include significant conditional requirements. Having learned a lesson, Poseidon Resources rethought their strategy and moved their strategic focus to Carlsbad’s policy makers.
Meanwhile, alternatives to Once Through Cooling and Private Ownership created important milestones in Dana Point and Long Beach, as well as other points on California’s coastline.
